Management Measures for Wangwushan-Daimeishan World Geopark
Chapter 1 General Provisions
Article 1: In order to strengthen the management of the Wangwushan-Daimeishan World Geopark, promote the effective protection of geological relics and the rational development and utilization of tourism resources within the park's jurisdiction, in accordance with the Environmental Protection Law of the People's Republic of China, the Mineral Resources Law of the People's Republic of China, the Regulations on Nature Reserves of the People's Republic of China, the Interim Regulations on the Management of Scenic Spots, the Measures for the Management of Fossils of Paleontology, the Notice of the Ministry of Land and Resources on Strengthening the Construction and Management of World Geoparks and National Geoparks, the Henan Province Geological Environment Protection Regulations, and other relevant provisions, combined with the actual situation of the park, this method is formulated.
Article 2: All units and individuals engaged in planning, protection and management, development and utilization, scientific research, and other activities within the scope of geological parks shall comply with these Measures. If there are other provisions in laws and regulations, they shall prevail.
Article 3: The Wangwushan-Daimeishan World Geopark Management Committee is a joint park decision-making body established by Jiyuan City and Xin'an County, Luoyang City, under which the Wangwushan-Daimeishan World Geopark Management Bureau is established. The Wangwushan-Daimeishan World Geopark Management Bureau is the competent department of the park, located in Jiyuan City, and is fully responsible for the protection, utilization, and management of the geological park. The Wangwushan-Daimeishan World Geopark Management Bureau has a comprehensive office, planning and construction management department, geological heritage management department, Wangwushan World Geopark Management Office, and Daimeishan World Geopark Management Office.
Article 4: The Wangwushan-Daimeishan World Geopark Management Bureau shall fulfill the following responsibilities:
(1) Implementing national and local laws and regulations on the protection of geological relics
And relevant policies;
(2) Develop various management systems for the Wangwushan-Daimeishan World Geopark, and manage all activities carried out within the scope of the Geopark; Responsible for formulating the overall construction plan and detailed planning within the park;

(3) Organize or coordinate relevant departments to investigate, evaluate, and monitor geological relics in the park, and prepare geological relic investigation and evaluation reports and geological environmental impact assessment reports;

(5) Organize publicity and educational activities on the protection of geological relics in the park; Prevent the destruction and pollution of geological relics;
(6) Carry out tourism activities without affecting the natural environment and geological relics of the park.
Article 5: The protection of Wangwushan-Daimeishan World Geopark shall comply with the requirements of the three major objectives of world geopark protection, science popularization, and tourism, and follow the principles of scientific planning, unified management, strict protection, and sustainable utilization.
The geological relics and landscape within the Wangwushan-Daimeishan World Geopark belong to the state, except as otherwise provided by laws and regulations. No unit or individual shall destroy, excavate, trade, alter, or move geological relics and landscape features.
It is prohibited for any unit or individual to occupy or damage the geological heritage resources of the geological park.
Article 6: All units and individuals have the obligation to protect the geological heritage resources and ecological environment of geological parks, and have the right to report and accuse activities that damage resources and pollute the environment.
Article 7: The municipal government shall include funds for the planning, protection, restoration, and management of geological parks in the annual financial budget.
Article 8: Wangwushan-Daimeishan World Geopark is located in Jiyuan City and Xin'an County, Henan Province, China, with a total area of 986 square kilometers. It includes three parks: Tiantan Mountain, Fengmenkou, and the Three Gorges of the Yellow River, as well as seven scenic spots: Wangwu Mountain, Fengmenkou, Bali Gorge, Xiaogoubei, Xiushi River, Daimei Mountain, and Longtan Gorge.
The western boundary of the park: From south to north, from Datiandi in Caocun Township, Xin'an County, along the county boundary (Xin'an and Mianchi County) to the Yellow River, and then along the Yellow River (Henan and Shanxi provincial boundary) to the east to Yuli, entering the territory of Jiyuan. Then, heading north, the economic source and Shanxi provincial boundary reach Houdashan in Jiyuan, passing through Wangling, Niuzhuang, Liuzhai, Houwangzhuang, Tuhuazhuang, Houhu'ao, Pingwo, and Shanxi Province, bordering Luotuo Mountain in Shaoyang Town;
North boundary of the park: Along the provincial boundary, from Camel Mountain to Shiquan River East Peak from west to east;
The eastern boundary of the park: from north to south along the ridge, from Shiquan River through Xiping, Banjiuwo, Fengmenkou, Huling, Xiaozhai, Lvzumiao, Wangzhuang, Xiankou, Fantouling, Dayuwan to the Yellow River;
South boundary of the park: Along the border of Jiyuan and Mengjin along the Yellow River, heading west from the east of Shizushan Wharf in Xin'an County, then along the mountain ridge, passing through Hougou and Xiwo to Provincial Highway S246, along Provincial Highway S246 to Qiankou, and then west along the southern ridge of Longtan Gorge, passing through Heiba to Datiandi.
Chapter 2 Planning and Construction
Article 9: The overall and detailed planning of the geological park shall be organized and formulated by the Wangwushan-Daimeishan World Geopark Management Bureau in conjunction with relevant departments such as urban and rural planning, housing and urban-rural construction, landscaping, tourism, forestry, etc. in accordance with the general requirements of strict protection and reasonable development, to determine classified protected areas, control non-agricultural construction land, improve the environment, and ensure sustainable utilization. The overall plan and detailed control plan are approved by the Jiyuan Municipal Government and filed with the People's Government of Henan Province and the Ministry of Land and Resources.
Article 10: The approved geological park plan shall be made public to the public, and no unit or individual shall violate or change it without authorization. If it is necessary to make adjustments or modifications, the approval procedures shall be handled in accordance with the approval procedures.
Article 11: Newly built, expanded, or renovated projects (including rural residential buildings) within the scope of geological parks shall comply with the planning of geological parks, overall land use planning, and urban-rural planning, and after being reviewed by the management agency of geological parks, approval procedures shall be handled in accordance with the law.
Article 12: For approved construction projects, the construction unit and the construction unit shall, before construction, formulate protection plans for the surrounding environment of the construction site, as well as resources such as trees, bamboo, vegetation, water bodies, rocks, wetlands, cultural relics, and landscape farmland.
During the construction process, effective measures should be taken to prevent pollution and damage to geological relics, ecological environment, and cultural landscapes. After completion, the site should be cleaned up and greenery should be carried out in a timely manner to restore the original appearance of the environment.
Article 13: The construction of communication base stations, transmission towers, power grids, water networks and other projects within a geological park must comply with the plan, undergo environmental impact assessment and geological hazard risk assessment, and after being reviewed by the geological park management agency, submit to the relevant competent department for approval procedures in accordance with the law.
Article 14: The management agency of geological parks may organize science popularization activities and teaching practice activities aimed at the general public to make the public aware of geological parks. Encourage theoretical discussions and information exchange activities on science popularization and tourism development in geological parks.
Article 15: Accelerate the informatization construction of geological parks, establish geological relic databases, geological information detection systems, geological information websites, etc.
Chapter 3 Protection and Management
Article 16: The protection scope of geological parks is divided into special level protection areas for geological relics, first level protection areas for geological relics, second level protection areas for geological relics, and third level protection areas for geological relics. Boundary markers and stakes should be established in each level of protection area.
The geological park management agency shall compile a list of key heritage sites to be protected within the scope of the geological park and make it public to the public.
Article 17: The management agency of geological parks shall establish permanent boundary markers and markers within the scope of protection. No unit or individual is allowed to move or damage.
Article 18: Units and tourists within geological parks shall take good care of the scenery and natural environment, and the following behaviors are prohibited:
(1) Destruction of landscape and tourism, services, public transportation facilities, and other facilities;
(2) Smoking, burning incense, and lighting a fire in non designated locations;
(3) Fried fish, poisonous fish, and electric fish;
(4) Other behaviors prohibited by laws and regulations.
Article 19: The following activities carried out within the scope of a geological park shall be reviewed and approved by the geological park management agency, and relevant procedures shall be handled in accordance with the law:
(1) Scientific investigation;
(2) Shooting film and television dramas;
(3) Cutting down and transplanting trees;
(4) Engaging in construction activities beyond the scope prohibited by these regulations;
(5) Other projects stipulated by laws and regulations.
Article 20: It is prohibited to engage in soil and stone mining activities within geological parks. If soil excavation is necessary for project construction, it shall be reviewed and approved by the geological park management agency, and after approval by the management committee, excavated at the designated location and reclaimed according to regulations.
Article 21: No unit or individual shall damage the species and ecosystem of a geological park. Strictly restrict the introduction of foreign species, and prohibit animals and plants that are quarantined as carrying diseases, pests, or pollutants, as well as their packaging materials and transportation vehicles, from entering the park.
Article 22: A sound forest protection and fire prevention and plant protection system shall be established, fire prevention and plant protection facilities and fire exits shall be set up, and efforts shall be made to seal off mountains for afforestation, protect forests from fire, and prevent and control harmful organisms.
Article 23: The management agency of geological parks shall, in conjunction with the tourism department, scientifically and reasonably determine the tourist capacity of tourist routes and various scenic spots, formulate specific plans for guiding tourists, set up road signs, public services, geological science popularization, and safety warning signs. Regularly inspect dangerous tourist routes and promptly eliminate safety hazards.
Article 24: The logging of trees in geological parks shall be strictly controlled. If it is necessary to cut down trees for renewal and nurturing, an application shall be submitted to the municipal forestry authority, which shall specify the tree species, quantity, location, reasons, and replanting plan that need to be cut down. Only after approval by the forestry department can the trees be cut down, and the replanting plan shall be implemented within a time limit. At the same time, the application shall be filed with the geological park management agency.
Article 25: The management agency of a geological park shall investigate, identify, register and record the ancient and famous trees in the park, establish archives, set up protection signs, and implement protection measures.
Article 26: If conducting regional geological surveys or collecting paleontological fossil specimens sporadically by scientific research institutions, higher education institutions, etc. for scientific research and teaching purposes, there is no need to apply for approval. However, prior to the start of the collection activity, the land and resources department of the provincial, autonomous region, or municipality directly under the Central Government where the paleontological fossils are located shall be notified in writing of the collection time, collection location, and collection quantity, and shall also be filed with the geological park management agency.
Article 27: Special protection shall be implemented for ores and mineral specimens within the scope of geological parks. It is prohibited to mine, transport, process, and sell volcanic rocks and conglomerates within the scope of the geological park.
Chapter 4 Legal Liability
Article 28: If any of the following behaviors are committed, the Wangwushan Daimeishan World Geopark Administration, in conjunction with relevant administrative departments, shall, in accordance with the "Regulations of the People's Republic of China on Nature Reserves," "Regulations on the Protection and Management of Geological Relics," "Henan Province Geological Environment Protection Regulations," "Interim Regulations on the Management of Scenic Spots," and relevant laws and regulations, give warnings, fines, confiscate illegal gains, and order compensation for losses. If a crime is constituted, criminal responsibility shall be pursued in accordance with the law.
(1) Engaging in illegal activities such as exploration, mining, quarrying, grazing, logging, medicinal extraction, soil extraction, and sand excavation within the park;
(2) Occupying geological park land, illegally buying and selling land, and carrying out illegal construction;
(3) Destruction, pollution, trading, or other forms of transfer of protected geological heritage resources;
(4) Unauthorized collection and excavation of specimens and paleontological fossils;
(5) Unauthorized movement and destruction of boundary markers, markers, and signage systems;
(6) Not correctly using the title of Wangwushan-Daimeishan World Geopark;
(7) Refusing the inspection of the protection of geological heritage resources by the Wangwushan Daimeishan World Geopark Management Bureau.
Article 29: Staff members of geological park management institutions and other relevant management departments who neglect their duties, abuse their powers, engage in favoritism and fraud, and demand and accept bribes shall be given administrative sanctions in accordance with the law; If a crime is constituted, criminal responsibility shall be pursued in accordance with the law.
Chapter 5 Supplementary Provisions
Article 30: These measures shall come into effect from the date of issuance.
